Voucher Use Guidelines for the Purchase of Hygiene Items and Household Chemicals

TERMS AND CONDITIONS FOR THE USE OF VOUCHERS
for the purchase of hygiene items and household chemicals
(within the humanitarian programme of NGO "The Tenth of April" in partnership with UNICEF)


GENERAL PROVISIONS

1.1. These Terms and Conditions constitute the sole official regulations of NGO "The Tenth of April" regarding the procedure and conditions for the use of vouchers for hygiene and household chemical products by families with children under 18 years of age (hereinafter – the Voucher). The Voucher is a form of humanitarian assistance provided to such families as identified by NGO "The Tenth of April" jointly with its partners.

1.2. The Voucher is a printed flyer of a prescribed format with a unique identification number, granting the Recipient the right to receive a predefined list of goods at designated partner retail locations without financial payment.

1.3. The Voucher is not subject to cash redemption, cannot be transferred to third parties, and may not be used to purchase alcohol, tobacco, or any unauthorized products.

1.4. The Voucher is valid exclusively for products approved by the Implementing Partner and sold directly by the designated Vendor. Products not included in the approved list or not sold by the authorized Vendor are not eligible for purchase with the Voucher.

1.5. The Voucher represents the Recipient’s unconditional agreement to redeem goods from the Vendor in the future, in accordance with these Terms.

1.6. Each Recipient is required to review and accept these Terms prior to Voucher usage and must comply with them accordingly.

1.7. These Terms operate as an adhesion contract under applicable Ukrainian law.


LIMITATIONS AND LIABILITY

2.1. The Implementing Partner is responsible (within the scope and under the conditions defined by these Terms and applicable Ukrainian law) for the validity and terms of use of the Voucher only in relation to the individual to whom the Voucher was directly issued. The Implementing Partner can only guarantee validity for Vouchers issued directly by it.

2.2. The Implementing Partner bears no responsibility for misuse or non-compliance with these Terms by the Voucher Recipient or third parties. The risk of unauthorized reuse lies with the person who transferred the Voucher to the Recipient.

2.3. Use of the Voucher by any person not listed as a Recipient is strictly prohibited and may result in the forfeiture of the right to participate in the programme.

2.4. Any form of abuse (e.g. forgery, tampering, sale of the Voucher) is considered a violation of humanitarian aid distribution rules and may be referred to law enforcement authorities.

2.5. In the event of loss, the Implementing Partner does not guarantee Voucher replacement.

2.6. All inquiries regarding the use of Vouchers will be reviewed by the Implementing Partner in accordance with these Terms and applicable Ukrainian legislation.


VOUCHER ISSUANCE PROCEDURE

3.1. The Voucher (a paper flyer of the established sample) is issued directly to the Recipient by the Implementing Partner, according to the approved list of eligible households under the humanitarian programme criteria.

3.2. The Voucher may be used only once, and only within the amount specified on it (the nominal value).

3.3. The Voucher becomes active (redeemable) 5 business days after receipt by the Recipient.

3.4. The Recipient is personally responsible for the accuracy of the personal and contact information provided at the time of receipt (full name, address, phone number, email, household size, etc.).


VOUCHER REDEMPTION PROCEDURE

4.1. The Voucher may be redeemed for goods up to its nominal value in any designated store located within the Kutsurubska community of Mykolaiv oblast or in the city of Ochakiv (excluding temporarily occupied areas, zones of active military operations, or locations where Ukrainian authorities temporarily do not exercise governance).

4.2. The Voucher is not a means of payment or financial document.

4.3. The Voucher can only be redeemed once and only during a single transaction in one of the Vendor’s stores.

4.4. To redeem the Voucher, the Recipient must:

  • Present the Voucher at the point of sale;

  • Present an identity document (passport, ID card, or other official identification);

  • Select goods exclusively from the approved list of eligible items.

4.5. Upon redemption, the Vendor retains the Voucher, records its number, and enters the transaction into the voucher redemption register.

4.6. Multiple Vouchers may be used during a single purchase.

4.7. Special conditions of Voucher redemption:

  • If the total value of selected goods exceeds the Voucher’s nominal value, the Recipient must pay the difference;

  • If the total value is less than the Voucher’s nominal value, the difference is not refundable.

4.8. No cash equivalent is provided for the Voucher.

4.9. The Voucher cannot be exchanged or returned.

4.10. The Voucher is valid from the date of receipt and until the expiry date printed on it.

4.11. The Implementing Partner is not liable for unredeemed Vouchers (e.g. delay in use, expired Voucher, etc.).

4.12. Expired Vouchers are not accepted or subject to refund or exchange.

4.13. Vouchers with mechanical damage preventing identification (e.g. missing code or number) are considered void.

4.14. Upon redemption, the Recipient will receive a receipt for the full amount of purchased goods, which entitles them to exchange defective items.


ELIGIBLE PRODUCTS

5.1. The list of eligible goods includes:

  • Personal hygiene products (soap, shampoo, toothpaste, etc.);

  • Baby care items (diapers, wet wipes);

  • Cleaning and laundry supplies (laundry detergent, dishwashing liquid, disinfectants, etc.);

  • Intimate hygiene products;

  • Other items approved by the Implementing Partner.

5.2. It is strictly prohibited to use the Voucher for:

  • Alcohol, tobacco products, medicines, electronics, or food items;

  • Any items not included in the mutually approved list.

5.3. The list of eligible goods, their quantities, range, and prices are specified in Annex No.1 to the Agreement.


OTHER PROVISIONS

6.1. By redeeming the Voucher, the Recipient confirms that they have read, understood, and agreed to comply with these Terms.

6.2. 6.3. The Implementing Partner reserves the right to amend these Terms. Any changes will be published on the official website at the same link.

6.4. These Terms (including any amendments and supplements), along with all annexes (if any), are the property of the Implementing Partner.

6.5. Any use and/or distribution of these Terms (in whole or in part) for commercial or other purposes, or in business activities, is prohibited without the written consent of the Implementing Partner.
