A stateless person, according to the law, is a person who is not considered a citizen by any state by virtue of its law.
NGO “THE TENTH OF APRIL” provides free legal aid to stateless persons and persons at risk of statelessness through:
- helping to collect and update the necessary documents to establish citizenship of Ukraine or to determine the status of a stateless person and obtain a residence permit;
- support in the restoration of civil records and birth certificates or assisting in registering a birth if the relevant certificate has never been obtained;
- collecting the necessary documents for identification and establishment of identity;
- providing accompaniment when applying to state authorities and providing attorneys support in applying to the court
Currently, NGO “THE TENTH OF APRIL” provides assistance to four main categories of individuals:
- Former citizens of the USSR who resided in the territory of Ukraine as of 1991 (including minors):
- Collection of existing documents and biographical data;
- Confirmation and registration of birth;
- Gathering evidence of residence and Soviet citizenship;
- Confirmation of residence in court;
- Passing verification in the State Migration Service (SMS) and registration as a citizen of Ukraine;
- Establishment of identity;
- Obtaining a passport.
- Individuals born in Ukraine after 1991:
- Collection of existing documents and biographical data;
- Confirmation and registration of birth;
- Establishment of family ties (including in court);
- Confirmation of parents' lawful residence and citizenship;
- Establishment of identity;
- Obtaining a passport.
- Persons in need of determining statelessness status:
- Collection of existing documents and biographical data;
- Confirmation and registration of birth;
- Support during the stateless determination procedure;
- Obtaining a decision and temporary residence permit;
- Replacement of the residence permit;
- Assistance in naturalization.
- Individuals who may have foreign citizenship:
- Collection of existing documents and biographical data;
- Confirmation and registration of birth;
- Support during the verification of citizenship in another country;
- Obtaining passport documents and/or return certificates.
