The USAID RADA: Next Generation Program organized a training on “Legislative Process in the Verkhovna Rada of Ukraine” in Khmelnytskyi, which was held during the offsite meeting of the Ombudsman's Commission on Protection of the Rights of IDPs and Other Persons, which was attended by representatives of the NGO “The Tenth of April”.
The trainers prepared interesting and relevant information for representatives of NGOs specializing in the field of internally displaced persons. The functions of the Ukrainian parliament and the process of drafting, reviewing and adopting bills were discussed in detail. The information on the specifics of different procedures for the adoption of laws by MPs, namely special, special and general procedures, was interesting and useful.
It was especially useful for civic organizations to learn about the peculiarities of the budget process in Ukraine, which starts with the analysis of the situation, preparation of proposals, their approval and submission for consideration and adoption of the law. Equally interesting is the legal regulation of the process of planning the future budget, implementing the current budget and reporting on the previous budget.
A deeper understanding of lawmaking in Ukraine will help us, representatives of civil society organizations and the public, to engage in the lawmaking process at various stages - from discussing a legislative initiative to assessing the effective application of laws.
