For the purposes of this Convention, the term "stateless person" means a person,
who is not regarded as a citizen by any State under its law.

Art. 1 of the 1954 Convention Relating to the Status of Stateless Persons

Since June 2017, in partnership with the UNHCR, the NGO “Desyate Kvitnya” has been providing free legal assistance to stateless persons.
If you live in Odesa or Odesa region and:

• have never had documents confirming citizenship,
• you have only a passport of a citizen of the USSR or a passport issued by an unrecognized state,
• you are unable to obtain your lost passport on your own,
• or you do not know which country you are a citizen of, –

you can contact us for consultations and assistance in preparing requests and support in the state bodies of Ukraine, consular departments of foreign countries, as well as court support.
